Nelson delays panhandling move

Nelson city council has decided to postpone the passing of their proposed bylaw that targets aggressive panhandlers.

They’ve asked for a further six months to get more input from the community including social advocacy groups.

Councillor Anna Purcell says it’s just nor clear if a bylaw regulating where and how panhandlers can operate will achieve anything.

For example the bylaw proposes fines for aggressive panhandlers but at least one councillor questions how can you fine someone who already has no money.
